A group in Cambodia did something like this. They had to bring in the helium from Thailand, and the recovery teams had to get land-mine safety training. They did get some amazing footage though:

Thanks to modern computers and camera technology, just about anyone can have a space program, at least while the helium lasts.

I watched the entire video. I enjoyed the sense of vertigo from being so far into space, and then hurtling back down to earth.
